Monitoring policy work is tricky. But it doesn't have to be impossible. Here is a proposal of how it can be done.
A Tool for Monitoring Advocacy
This tool measures the extent to which an organisation has influenced changes in policies. It captures advocacy work before and after a policy or law is adopted, and tracks incremental progress using weighted thresholds and a point system.
The Seven-Stage Policy Cycle
Assess Progress in Five Steps
- Scan and shortlist intended policy changes your advocacy work may have contributed to
- Provide evidence that a significant positive change occurred
- Establish that advocacy has contributed to the change
- Summarise and document the relevant policy change
- Sum up overall progress in points from all policy changes
