Monitoring policy work is tricky. But it doesn't have to be impossible. Here is a proposal of how it can be done.

A Tool for Monitoring Advocacy

This tool measures the extent to which an organisation has influenced changes in policies. It captures advocacy work before and after a policy or law is adopted, and tracks incremental progress using weighted thresholds and a point system.

The Seven-Stage Policy Cycle

Seven-Stage Policy Cycle

Assess Progress in Five Steps

Annual assessment in five steps
  1. Scan and shortlist intended policy changes your advocacy work may have contributed to
  2. Provide evidence that a significant positive change occurred
  3. Establish that advocacy has contributed to the change
  4. Summarise and document the relevant policy change
  5. Sum up overall progress in points from all policy changes
